ALTHOUGH STREAMFLOWS ACROSS THE ISLAND WERE NEAR CLIMATOLOGICAL VALUE (USGS), SOILS ACROSS MUCH OF THE ISLANDS WERE ALREADY WET, RESULTING IN ENHANCED RUNOFF AND RAPID RISES ON RIVERS AND SMALL STREAMS. AS A RESULT, A TOTAL OF 22 RIVER GAUGES OUT OF 66 ROSE ABOVE THE USGS-NWS FLOOD STAGE, WITH RIVER GAUGES ALONG RIO GRANDE DE MANATI, RIO GRANDE DE LA PLATA, RIO GRANDE DE LOIZA, RIO GUANAJIBO, AND RIO CULEBRINAS REACHING MODERATE TO MAJOR FLOOD STAGE. A TOTAL OF 17 FLASH FLOOD WARNINGS AND 10 FLOOD WARNINGS WERE ISSUED, RESPECTIVELY, DURING THE LATE EVENING HOURS OF TUESDAY, AUGUST 13, AND THE EARLY MORNING HOURS OF THURSDAY, AUGUST 15, 2024. U.S. VIRGIN ISLANDS...RAINFALL TOTALS ASSOCIATED WITH THE PASSAGE OF TROPICAL STORM ERNESTO WERE GENERALLY BETWEEN 4 AND 8 INCHES, WITH LOCALLY HIGHER AMOUNTS. LATER, ADDITIONAL BANDS IMPACTED THE REST OF THE ISLAND. NEARLY ONE MILLION PEOPLE LOST POWER IN PUERTO RICO ON WEDNESDAY AS TROPICAL STORM ERNESTO SEVERELY AFFECTED THE POWER GRID, ALSO CAUSING ROAD CLOSURES DUE TO FLOODING AND WIND GUSTS THAT REACHED CATEGORY 1 HURRICANE STRENGTH. AS THE TROPICAL STORM MOVED AWAY FROM THE AREA, MOST OF THE PUERTO RICO RECEIVED 4 TO 8 INCHES OF RAIN, WITH ISOLATED SPOTS RECEIVING 10-14 INCHES ACROSS THE CENTRAL INTERIOR. FLASH FLOODING IMPACTED URBAN AREAS AND HIGHWAYS, WHILE THE STRONG WINDS BROUGHT DOWN SEVERAL TREES AND ELECTRIC POLES. BILLBOARDS ACROSS THE EASTERN THIRD OF THE ISLAND WERE ALSO DAMAGED BY THE POWERFUL GUSTS. U.S. VIRGIN ISLA 0 0 0 TROPICAL STORM ERNESTO PASSED NEAR THE ISLANDS FROM TUESDAY NIGHT INTO WEDNESDAY MORNING, LEAVING A TRAIL OF DAMAGES THAT INCLUDED WIDESPREAD POWER OUTAGES, UPROOTED TREES, AND SEVERE FLOODING. THE STORM BROUGHT SIGNIFICANT FLOODING, ALONG WITH TROPICAL STORM-FORCE WINDS AND HURRICANE-FORCE GUSTS, WHICH CAUSED SIGNIFICANT DAMAGE ACROSS THE TERRITORY. NUMEROUS UTILITY POLES WERE DOWNED, LEADING TO POWER OUTAGES THROUGHOUT ALL USVI TERRITORIES. THE STORM'S WINDS ALSO DAMAGED DOZENS OF BUILDINGS AND HOME ROOFS ON THE LOCAL ISLANDS AND BILLBOARDS.
