The National Weather Service in Billings has issued a

* Flash Flood Warning for...
  The Richard Spring Burn Area in...
  Southern Rosebud County in southeastern Montana...

* Until 745 PM MDT.

* At 354 PM MDT, Doppler radar indicated thunderstorms producing 
  heavy rain over the Richard Spring Burn Area. Between 1 and 2 
  inches of rain have fallen. Flash flooding is ongoing or expected 
  to begin shortly.

Roads impacted include US Highway 212, Montana Highway 39, Rosebud 
Creek Road, Greenleaf Road, McRae Sprague Lane, Tongue River Road, 
Soldier Gulch Road. The debris flow can consist of rock, mud, 
vegetation and other loose materials.

  HAZARD...Flash flooding caused by thunderstorms in and around
           the Richard Spring Burn Area.

  SOURCE...Radar.

  IMPACT...Flooding of areas in and downstream of the Richard
           Spring Burn Area.

* Some locations that will experience flash flooding include...
  Lame Deer, Ashland and Northern Cheyenne Indian Reservation.

This includes the following streams and drainages...
  Miller Creek, South Fork Alderson Creek, Richard Coulee, Tongue 
  River, Standing Elk Creek, Stebbins Creek, Logging Creek, Rye 
  Grass Creek, Reservation Creek, Ash Creek, Bridge Creek, Alderson 
  Creek, Cow Creek, Otter Creek, West Fork Ryegrass Creek, West Fork 
  Miller Creek, Little Cottonwood Creek, Lynch Coulee, Lake Creek, 
  Walking Horse Creek, Slough Grass Creek, Rosebud Creek, Lame Deer 
  Creek, Lee Coulee, Broken Jaw Creek, South Fork Lame Deer Creek, 
  Greenleaf Creek, Kelty Creek and Cottonwood Creek.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Life threatening flooding of creeks, roads, and normally dry coulees 
in and downstream of the Richard Spring burn area is likely. In 
addition to the flash flooding, the heavy rains may trigger 
rockslides, mudslides, and debris flows in steep terrain.

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles. Do not drive on or attempt to cross 
flooded roads, find an alternate route. Roads and driveways may be 
damaged or washed out in places.

Please report observed flooding to local emergency officials and 
request they pass the information to the National Weather Service in 
Billings.
