The National Weather Service in Wakefield has issued a

* Special Marine Warning for...
  James River from James River Bridge to Hampton Roads
  Bridge-Tunnel...
  James River from Jamestown to the James River Bridge...

* Until 630 PM EDT.

* At 532 PM EDT, severe thunderstorms capable of producing
  waterspouts were located along a line extending from Burwell Bay to
  9 nm southwest of Monitor Merrimack Bridge Tunnel, moving northeast
  at 30 knots.

  HAZARD...Waterspouts and wind gusts to 40 knots.

  SOURCE...Radar.

  IMPACT...Waterspouts can easily overturn boats and create locally 
           hazardous seas. Small craft could be damaged in briefly 
           higher winds and suddenly higher waves.

* Locations impacted include...
  Hampton River Inlet, James River Bridge, Hampton Flats, Monitor
  Merrimack Bridge Tunnel, Willoughby Bay, Sewells Point, Burwell
  Bay, Dominion Pier, and Cobham Bay.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Tornado Watch remains in effect until 600 PM EDT for southeastern
Virginia...and the adjacent coastal waters.

Move to safe harbor until hazardous weather passes.

Thunderstorms can produce sudden waterspouts. Waterspouts can easily
overturn boats and create locally hazardous seas. Seek safe harbor
immediately.
